In the future, our branch Way-places will be under the auspices of the Dharma Realm Buddhist Association, not of the City of Ten Thousand Buddhas. Nevertheless, they should support and make an annual contribution to the City of Ten Thousand Buddhas. Since there are more nuns than monks, the branch Way-places will be managed by nuns, and the monks will gather at the City. Once the nuns are sent to the branch Way-places, they should turn in monthly financial reports to Dharma Realm Buddhist Association. They should avoid wasting money, and should diligently propagate the Dharma. directions.

Several decades ago, I said that the City of Ten Thousand Buddhas represents the Buddhism of the entire Dharma Realm. As it is said, "There is nothing which does not flow from the Dharma Realm, and nothing which does not return to it." All of the world's Buddhist disciples came from here, and all the world's Buddhists will return to the City. The City of Ten Thousand Buddhas belongs to all people; it is not the private property of any one individual. It is public property.
